Can imagic do sky replacement like Luminar Neo?

No. imagic has no generative AI fill and no sky replacement. On Plus and Max an AI mask can select a sky so you adjust it on its own, but imagic will not swap in a different one.

Does Luminar Neo have AI culling like imagic?

Not a dedicated one. It has some AI-assisted sorting, but not the sharpness, closed-eye and composition quality scoring built for culling a large shoot the way imagic does.

Can I use imagic and Luminar Neo together?

Yes - a reasonable split is to cull and batch-edit a shoot in imagic, export JPEGs or TIFFs, then apply Luminar's creative effects to individual standout images afterward.
